Question what is this and is it necessary

Total newbie question. What exactly is that plastic thing under the front bumper. Is it an air diverter or water diverter? and is it necessary or can I take it off.

It's an air diverter, and allows DC to claim 1/100th MPG (+ or - ) on every vehicle they sell.

If you remove it, you will invalidate the CAFE standard.
