I have an '07, no light or insulation either. Some 2007 JKs did get it though, it seems to be somewhat variable, I think model (X, Sahara, Rubicon) played some role in it as well.

My 07 had everything except the footwell lights.

my egr was faulty and caused my throttle control sensor to kick on... that made my vehicle run extremely rough and lose 75% of its power.

my 07 has the same airbox, hood-insulation, hood-light, foot-well-light, etc. nothing out of the normal.

few of the 07s had these features.

Nasty ass EGR systems in a fuel injected engine are usually my FIRST guess as to a rough idle. Good call! You might try some carb cleaner. First though, before you do, you need to get any gaskets that are in the EGR system. They aren't complicated at all, but ripping a gasket would kinda leave you stranded.

I think the hood-insulation only comes on the Sahara & Rubicon and not on the X models.

The air box is totally different than what I have only 07 Sahara or my 08 X. The air box is totally different than the one in the picture.
