Default Stock fogs

I am putting a new (to me) bumper on my X, it has cutouts for fogs, but I dont have any. Is there a good (cheap) fog light I can install? What size are they? How should i wire them?

if im correct, you can just get some oem ones and hook them up. the plugs for them should be there.

The plugs are not there unless you Jeep came with factory fog lights. I would measure the hole and go to the nearest auto parts store for some "cheap" lights that fit the hole.

There is not any factory installed wiring.
Any suggestions on brand for the fogs?

I know that PIAA 510 fog lights will fit. They are excellent (much better than stock), but they are expensive (~$200/pair). I think the hole is 4" so any 4" fog light should fit. There may be some space around the rim, but it should look fine. You may need to get creative with the mounting options on after-market fogs on a stock bumper with fog cut-outs. The mounting of the stock fogs is different from many after-market fogs out there.

I found an OEM set on ebay for cheap. Installed them and ran my own wiring.

Look around you can usually get a good deal on a set

Default why on low beam???

can anyone explain why the stock fogs are wired to only be on when the headlights are on low beam and turn off when you switch to high beam? If i need more light on low, i would also like more on high. Can they be re-wired to work with the high's instead of the lows?

It's a federal code. All factory fog lights work that way.

I'm sure you could rig something up, but in my opinion getting a set of Hella European Beam Driving lights (or even replacements for your headlights would produce a MUCH more satisfying light pattern than trying to run High and Fog together.
