Having removed my fender to replace them entirely, I'd say no. You're going to break most of the clips. So, plan ahead, have some clips on hand. However, don't buy the OEM ones from Mopar or whoever as they're ridiculously overpriced. 5.99 per clip on Quadratec. Another thread from a while back listed these hxxp://www.clipsandfasteners.com/Chrysler_Moulding_Clip_Gray_Nylon_p/a20887.htm They do appear to be nearly identical to those on the Jeep and at 15 per package for 9 bucks, it's not bad.
Break the originals off slowly though as the sheet metal is Coke can thin and will bend if you hack at it.

I removed the whole fender assemblies to install flat-fender style flares. I noticed the outers were fastened to the inners with press in plastic, rivit-style fasteners. You can punch them out with a small hammer and a 1/8" punch. You may be able to find the replacements at an automotive supply store.

In my limited experience with chopping fenders, I think it's impossible to save the plastic rivets. However, the clips should be salvageable if you're careful.
