Just throwing this out there just in case but with the key off but IN the ignition it won't lock. The key has to be out of the ignition for it to lock. That's the way it is on mine.

I've only tested with the key out. That's the only time I would want the column to lock.
I don't think any of the fifteen cars I have owned have NOT locked... foreign, domestic, truck or car.. ranging from a 1971 VW Karmann Ghia to the 2008 JK..

My '09 locks with the key out. Then again, it's a RHD export model and our motor vehicle design laws here require all new vehicles to have a steering wheel lock so maybe they only still fit them to export JKs.

Had some time yesterday and read EVERY page of the printed manual for the '11's and I NOTHING about the locking steering column...
I am still inclined to think it depends on a trim package since there are two '011 Rubi's above, one with and one without the locking column...
I called the dealership and got as far as the sales rep.. he had no idea that 1) the JK he just sold me didn't have the lock and 2) whether the locks were required, or part of a trim package. I am going to call service today, but I am not optimistic.
