Stock Sahara suspension with a teraflex 1 inch spacer in front to compensate for the arb bumper. I would like to eventually either get the TF leveling kit with coils or a try to find a small lift that will give me a softer ride around town with the horrible roads...

Sound like you have what we call memory steer. Tight, dry, or seized ball joints, axle joints, tie rod end or steering gear can all cause that issue.
