I think it was caused by the Jeep having an autoimmune reaction to that ugly sticker with the blue M on it.

HOLY SHIT!
Wheeling in soupy mud throws soupy mud into random spots?

I better go check my Jeep for any of that dreaded stuff.

Is it also true, that if i use my Jeep, the fuel level inexplicably drops?

I had foam pads and expanding foam when I had to take mine out. I have a 2011

I added the trailer hitch wiring, i needed to pull the foam slightly up to pass the cable ang plug to the tail light. There is no hole as per your picture. My foam padding was firmly placed. It is not "Piss poor engineering" .

Someone cut that section out or maybe someting got came under the frame

I have had mine off a lot with the rear bumper and light install. There is a piece of foam that has kept mine dry and mud-free. Did you see the foam or just an open hole? If you saw open hole that is why...Go to dealer and ask them to give you the missing part!

When I installed my tow harness there was a ton of sand/dirt in there, and the foam pad is in place. I thought about flushing it all out with the garden hose next time I wash it.

Ok guys, so I found the rubber/foam piece jammed up out of the way. Not piss poor engineering just piss poor use of my power-washer. And no it's not expanding foam just good old fashioned southern mud (miserable thick clay goo) So when your cleaning your rear fender wells be careful not to dislodge the cover. I checked and the other side is clean as a whistle. Also, Ohio is the the worst state ever and Jim Tressel drinks wine coolers.
