Go to wal-mart and buy a set of those cheap seat belt pads...you know, the ones that keep the seat belt from scratching your neck. Place them around the belt that retracts down into the floor, not the part of the belt that you actually pull out. Flapping gone, and only costs a few bucks.

I used a 4 pack of mini bungee cords from Canadian Tire, cost about $4.00 problem solved front and rear. The front belts do still retract out of the way when you take them off fairly well.

Simplest thing is just to put a twist in the seat belt. I messes up the airflow and stops the flapping.
For the back I use the two velcro straps that came with my Jeep. I got the straps even though I did not get the sun rider top.

FLapping - Solved
Go to Home Depot and buy the felt stickers that go under chair legs. They have them as large as 3 inches in diameter. Stick one to the plastic a few inches above where the seat belt comes out of the roller. Fixed!
