Try rocking the Jeep side to side on level ground. It won't lock until the master splines line up.

I have tried that but no luck. I put it to max flex back to even ground. But it just won't do it.

Anything beyond rocking it around the level point won't do anything to help.
If you have rocked it around the level point and it has not locked, disconnect one of the links and run the free end of the bar slowly up and down.
If you find it's actually locked, you have a position sensor problem.
If it doesn't lock, you may have corrosion or contaminated grease in the actuator.

Mine has done this. I ended up pulling it apart and cleaning all the water and junk out of it. Made sure the internal parts were cleaned and well greased, reassembled and problem solved. I've had to do this twice - once it would not disengage, once it would not re-engage. RTVed the heck out of it the second time.

I just took it apart and had corrosion in the gear and spring mechanism. Cleaned and lubed it up. Seams to be working fine now. Thanks for the help!
