So I found the ebrake tensioner once I was able to pry the rotors off slightly. It was the ebrake pads keeping it on. My ebrake was definitely not engaged either. I don't know why my ebrake pads were so tense but I was able to get a flat head in to release the tension and they popped right off. Of course I had to increase the tension again with new ones on which is more difficult but it is good. Honestly have done several brake and rotors on other vehicles we've owned and never had this happen.

drivers side tends to stick
and passengers side isnt as tight for some reason, poor workmanship
pehaps (mine are new rotors and parking brake shoes as well ) So all works correctly now.
