Did you remove all lock washers on studs prior to placing new wheels? Remove ASAP.
We can rule out tailgate making noise as long as it never took a hit.
Is that D-ring moving when accelerating/ stopping? Round washers on the pin will limit motion.

studs on carrier didn't have lock washers. And no -d-rings mounted on bumper.

All four rotors have studs with factory installed lock washers. The lock washers removal is a must with aftermarket wheels or wheel spacers. These washers prevent proper seating of wheel to rotor: allowing nuts to loosen.

I was told that possibility could be bumper on body contact. Is that a possibility?

Bumper to tub noise is possible. Try process of elimination. Check for noise after each:
•Remove spare tire. Noise?
•Remove swing arm. Noise?
•Remove bumper. Noise?

Assuming you removed ALL lock washers by now. If you still have noise with swing arm and bumper removed: did anything fall into your frame rail?

Well.. Removed the bumper & re-installed. Triple checked & tightened everything. Get everything in place. And come to find that both of my rear shock mount bushings are shot. And one of my sway bar link studs is shot as well. I think I found my noise & problem.....
