Radiator Fan Runs Constant and Check Engine Light, Dealership Can't Fix!

P2181 Cooling System Performance
I have been encountering this P2181 code since Oct. 2010.
MIL, Code, Electronic Throttle Control light, Flat Lined Temp Gauge...
Shut down and restart leaves Code and MIL only (after a few cycles it goes away), temp gauge works normally and Electronic Throttle Control light is gone until it poppes again, then it starts all over again...
1. Reflash was done in Oct- code came back
2. Thermostat was changed in Dec - code came back
3. Water Temp Sensor willl be changed next - see what happens.
Stealership is not much help and just wants $$$, quoted me $225 to R&R thermostat
