Probably the dealer is about the only place that would carry it...assuming you are talkig about the long strip that covers the wiring.
You might look around your area for junk yards that may have a wrecked JK. Might be able to pull one off for a few bucks.

You mean THIS black plastic cover on the inside of the rear door?
It is easy to snap off the tabs. I was very carefull when I took mine off to install my CB and HAM radio antennas and run the coax.
