Default Sand or sludge, you be the judge.

Okay so I went out in the cold and snow and got a sample. I took that sample and put it over a very low flame for a few seconds and it quickly ignites. The end result is just pure ash and not sand. Sand would take a lot more heat. So I'm still thinking that it's the silicone used for impregnation they do to make the block pass the leak tests. If using two different coolants can create a jell then who's to say that the HOAT coolant isn't reacting to the silicone over time.
