In all seriousness, I highly doubt its the work of a rodent or animal. It is most likely either vandalism, or something dragged by the tire, and repeatedly chewed into it. After looking at it again, the angles of the gouges follow the way the wheel turns, so...
I guess theres no way to tell. At least I'm in a better mood. Maybe one day, someone will let go of their bumper cover in the fs threads.

do you have porcupines in your area. I know those things will chew anything. IN the winter they will chew your bumpers and tires right off your truck or car because they want the salt. One night at my cabin, we heard a horrible noise and came downstairs to see a porc chewing through the leg of Adirondack chair on the front porch!

you know how you asked about the airbags. if you buy the oem steel bumper that jeep makes. (still looks pretty good) it is airbag compatible.

Can't recall who told the story, but I remember that the folks involved were just as perpexed. Happened to a Cat or some other brand of tractor parked in a field near the woods. Turned out to be beavers in this case. Seems they chewed anything that was plastic or vinyl. He said that they actually chewed the insulation off some of the wiring.

Ok... there looks like more this morning when I went to investigate. At first I thought, naw, critters? Hmm, now maybe I should change the name of this thread to "how to kill critters."
I was thinking of putting oil, grease, or something (cleanable off my paint/plastic) that I could easily track on this little focker's feet. Then once the morning came around, it would be time for me and the dog to go hunting.
