Take the roof and doors off. Or turn the fan on in either drawn in fresh air or in cabin recirculating.

If it's new all the seals are tight not allowing air flow without turning the fan on.

My 2009 is the same way.

Other cars I've owned would let air flow in with out the fan on.

I'm thinking it's due to the aerodynamics of a brick or maybe the recirc door closes when the fan is off.

I have a 2012 and it doesn't let fresh air in unless I turn on the fan at all. I had the HVAC control module replaced @ 8,000 miles due to it constantly cycling between fresh and recirculate. I've also wondered if no fresh sure was normal with out the fan so I checked with others at the stealership and they were all the same way. I believe this is normal..

If air were to come in while the fan is off, how do you keep the air out when you don't want it?

I'm confused. Is it supposed to come through with the fan off? That seems broken to me.

Jeeps are not cars and operate in harsh environments like crossing streams or being in sandstorms in the desert. While fresh air vents in cars draw in air to exchange cabin air with no fans, jeeps crossing water or in white outs would be wise to close intake vents or design to not draw in if not needed.
