With the sail panels in first, before trying to latch the front, theres no way I can force them down to latch. It seems almost like it's a tad too small (the top) but it can't be, it's for an 07 JK 2 door

YES YES YES< this is exactly right. They do reach, but they are too far forward. I tried doing the sail panels first, but then the top is like four inches from latching and I cant pull it down to do so

its suppose to be tight and your suppose to open the latches first then hook and close them.

They put a metal header in it today, the dealer said there was a recall on the plastic ones. It almost seems like (when I force it down into place) that the latch isn't long enough. Was this a valid TSB for our soft tops? What if he put a header from a different year on it or something?

When I put the sail panels in, and try and push the front down to latch, theres like 4 inches of travel that I would have to make up in manhandling the top down to latch it in

Are you saying that you CAN tuck the sail panels and reach the latch points with the latches open but cannot close them? If so, it's true that they are pretty tight, and if it's at all cool outside, you have some shrinking going on. Soft tops are always easier to install in the warm sun!

NO. If the sail panels are in place, the top isn't even close to touching the window. There is a four inch gap before it will even make contact with the top of the windshield
