Back seat will not flip forward

Back seat will not flip forward
Hey everyone,
Hope all are well.
My first post and already asking for guidance🙄
I recently bought my second Jeep. 2014 Sport S With Elevation Jeeps Package 3, plus various other mods. My issue is most likely simple and possibly embarrassing. As the post title says, my back seat won't flip forward. It folds down properly; but I cannot flip it forward to release the front hooks. I don't want to remove the seat at the moment. I just need to flip the seat foreward to attach straps and buckles on my new neoprene seat covers. I can't find any information other than the lever which allows the seat to fold down also allows it to flip forward. The cable at the rear hook on the driver side is not as tight as the one on the passenger side. I haven't been able to get any further.
