I don't have a CB yet, but my tire carrier already has the provision (hole drilled through horizontal plate).

 

I went with co-phase on the windshield mounts meant for lights. Only problem I ever had was broke a quick release, that I found out later had rusted apart. Best part is, I removed the fold-over adapter, and replaced the antenna, and am still under 2.0 swr...
