Default JK passenger seat won't stay locked...just slides

2008 JK 2 door. Passenger seat slides and back won't stay up.
Seat should and did slide for adjustment correctly, back would tilt forward and entire seat slides forward to allow access to rear seat.
Something happened, now it won't latch at all.
I've looked all-over YouTube, can't find anything.

Why is there a second set of rust/indents in the carpet? My guess is somebody moved the hinge back at some point and didn't care about the locks. Same thought because of how the seat belt brackets are getting covered too.

Should be easy to find the issue. After all the lever to adjust the seat simply moves some spring loaded locking tabs which are held up to adjust the seat and release down into a slot to lock the seat. Probably they need to be loosened/lubed with something like fluid film. Don't use crappy WD.
