Picked up a 16 Silver Rubicon Unlimited last Friday.

Now looking for the best lift function/price to run 35's and keep my painted fenders.

I would go with 2.5" of lift. AEV.

I think the first question should be, what are you planning to do with the jeep? Moderate off-roading, Overlanding, hard core rock crawling, etc. This will impact decision on lift. Check out the thread "My thoughts on lift"

Personally I have had the 2.5 AEV (mentioned above) for over a year and a half. Nice ride on and off road, but not a kit for serious rock crawling. 315/70/17 Duratracs cleared Rubi rails without trimming (but I trimmed them anyway). If you consider AEV make sure get the front geo brackets.

Another kit to consider (depending on needs) is the mopar 2". There have been a couple of recent threads, looks like a nice kit.

It will mainly be used by the wife going back and forth to work, roughly 8 miles each way, and running kids around. I am sure we will go off road at some point. I have a set of 295/65/20 Toyos that I'm putting on it, unless someone convinces me otherwise. I like the looks of the 3.5/4" lifts, just wonder if they are worth the extra $1k. I local jeep place has suggested the 3.5" Rubicon express and then to upgrade to the Bilstein 5100's.

Here are a few videos that you might consider watching... Good basic info on mods.. Lift, springs, gears, etc. All things to consider before you plunge in.

Great videos. Jeep should make you watch these as part of the purchase.

Going to 35s, you may notice some "performance" give up due having bigger wheels/tires and stock gears. Not horrible and a lot of people don't correct, but a consideration. If you choose, can be fixed with a re-gear You mentioned it was a Rubi... Manual or auto? Did your sticker say 4.10 or 3.73?

auto with the 4:10. I looked for this specific combo. I think it will be fine with 35's. worst case I will bump to 4:56.
