I know a thing or two about powder coating. Most of the problems with powder coating come from improper prep. The metal gets contaminated after prep or a bad prep job. That is why one person doesn’t have a problem and others do. It is hard to tell from your photos, but the coating looks thin. It is harder to do a good thin job than a good thick job. Hope this helps. I am not a powder coater but I do play one on TV.

x2 on this idea! I also have this bumper, but my coating looks alot different. Not rusting at all, but we really don't have any rust problems out here either

I have had the front for a year and the rear for 6 months mine are not as bad as yours except where I have hit things, I found it very easy to repair with some bed liner spray and a sponge, I was just checking and I can’t find anywhere they stat the bumpers are power coated I am not sure they are.
