U don't HAVE to change gears, I ran 37s on stock 3.73s in D30 and was fine. As for the lift, I can fit 37 on my current Rubi with a basic 4" skyjacker coil lift for about 500 depending on sales or no sakes could be less or a Lil more. And it's a DIY kit very simple install, I just live my duratracs so much I'm sticking with the 315/70R17s (biggest they make)

Do you have a budget in mind and are you open to cutting the flares? That would go a long way towards steering you in the right direction as far as a suspension is concerned. As for Gears that's going to be a purely personal thing. Given your objectives I would not re-gear until after you get the tires on then you can make and informed decision as to if its necessary and if so what gears would make you happy.

You don't even technically need a lift to run 37'' tires. I'm at the moment still on the stock suspension and rolling on 37x13.50r17 Toyo Open Country M/T's. I just had to do a bit of cutting and grinding to make them fit. I've been driving it this way now for probably around 7-8 months now I think. I have wheeled it quite a few times too. However, if you plan to wheel you'll def need to get bigger bump stops cause your tires will get tore up getting stuffed in the wheel wells. I personally ordered a 3.5'' MetalCloak game changer lift to do it more properly now though.

I have the stock painted flares on it now and they are coming off within the next month regardless because one is cracked and another scraped from when i got it 6 months ago so they are getting changed regardless i am open to changing flares as far the custom cut look im not a fan of it plus I dont trust myself with the cutting that is not my cup of tea DIY bolt on lift kit and some adjustments i can take a day and do cutting the flares im not really for but im going to buy new ones anyways because they are about the only damaged thing on the truck and they need to be changed

If you're not planning to do any hardcore rock crawling, you can do the Teraflex 2.5'' Budget Boost for about $260 or so last time I looked. If you want something a little more extreme then a coil lift. There's cheaper lifts, and better higher quality lifts, but you'll pay the $$ for the higher end lifts. Not sure what your budget is...
Tires, it's really all about what you would like to do with your Jeep. I personally like mud terrains on Jeeps. Some people run an All Terrain tire. Tires very big time in pricing, looks, driveability, better on one terrain worse on another...etc. Lots of variables. Maybe I should read your post again to see if you stated what you want to use your Jeep for in your first post and if so some of us could probably help point you in a better direction.
If you're gonna stay on stock suspension or maybe do upwards of the 2.5'' lift, you can run up to a 35'' tire easily. Most people unless they're wanting to sink a tremendous amount of money in their Jeeps usually run a 33 or 35 inch tire.

Ok I went and read that over again. You can run a 37'' tire on a 2.5'' lift. I run them with the stock suspension currently like I stated earlier in one of my posts. I wouldn't recommend it though really.
Side rockers, you shouldn't have to mess with unless you want to buy something you see you like. If it's gonna be a pavement princess like you stated you don't even need them technically. They're very nice to have though. If you have the rubi rails you might have to trim a little off the end near your rear tire by your pinch seam. At least, that's what I've read about before numerous times.
As far as bumpers, with no lift or a small lift, you might have to at the least chop your front fender to make room for a 37'' tire. There would had been no way I could put my tires on with the stock lift without chopping my stock front bumper into a stubby and dropping my rear bumper all together. I have aftermarket front bumper now and still debating on the aftermarket rear and tire carrier. It's really just whatever you like, but if your new lift isn't tall enough to clear the tires very well, you may have to stick with a stubby bumper or a mid-width bumper. I'm running a stubby stinger bumper.

if your truly never going off road, your 37" won't even rub on your factory fenders.
i put on 37's but still haven't swapped my factory fenders for flats, it drives fine on the road, it only rubs if I disconnect the sway bar and go off road...
plus if you jack it up that much then replacing driveshafts comes up...
