Sounds like your problem is electrical, but as a side note, once you get it running again, I would suggest using it more often to keep things greased and keep them from seizing up. Even if you don't need to use it, spool it out and in every now and then or you might run into further corrosion issues causing gears or brakes to get stuck. It's also a good idea to know it's working for when you actually need it. finding out there's a problem once you're stuck is no fun.
