Default Wheel Balance

Running street locks and it has proven impossible to keep them balanced. Do alloys typically balance better than steel? Or,does just the style of street locks make it difficult to balance and old school steelies would be fine?

I would try some Dynabeads inside the tire. I used the Dynabeads with 38x14.50 BFG's and AEV beadlocks, I have driven as fast as 75 mph and the balance is great.
