What's it take to put hooks on a non hook stock JK bumper?

I am assuming they go in between the hooks and the sheet metal bumper. They must push the hook out far enuf to align with the cutout in the plastic bumper. Yes?

Also, I cut out the top rectangles for the hooks to clear, and then I cut through the second layer. Then the hooks did not seem to lay into the bumper correctly....and it looks like I have to cut out more...where the stud heads are...is this correct?

You may have to cut out more to get it to lay right. I did this and I had to go through several cuts to make sure it layed down correctly. The hooks go in between the metal bumper and the plastic bumper but don't make the mistake I made and try to put the hooks on over the metal and tighten it down. You have to take the metal off, lay it down on top of the plastic and hooks and then attach the two bolts to hold it together. Then put the whole assembly on the frame and put the nuts on and tighten it down. If you put the hooks on first you won't be able to get the plastic on over the hooks.

There's a writeup somewhere on here with the steps and pictures I think. I know I used something as a reference when I did it.

Yeah...I already tried to put the hooks on the sheetmatal bumper first, NNot a chance. Well there goes 15 minutes and a sheet metal cut.

I looked up some info on other threads and I got the impression that the top cutout is easy but the inner one has to be bigger, in the left right direction. I can see that now, but what made me stop last night besides the darkness, is that I thought I might have to cut out the vertical surface where the main body of the hook is.
