Those rock rings are quite functional. Protects your rims fromt the rocks. If you smash up a rock ring it's only $50 to replace vs replacing a $200 rim.

Also, if you wheel more mud than rocks you may not want the rock rings. They hold a lot of mud and are a PITA to clean out.

Depends on the wheeling you do...

You could get a brand new set up for aprx $2K. I'd negotiate the price.
