I used double sided foam tape to mount my front license plate to my front bumper. In two years of HOT Texas heat, ice storms, and hail storms, it has not failed me yet.

I don't have it yet, but I love the look of the ARB stubby bumper. The second option is the poison spider one posted above.

rugged ridge xhd modular bumper all the way. i've had it quite a while and love it.
it's relatively affordable, looks great, and the modular aspect is really cool. i originally had it with the end caps as a full-width bumper. then after about a year, i just took them off to make it a stubby. totally changed the look. you can just as easily bolt on a hoop, stinger, etc if you decide you want that later. you can get it with or without winch plate. i know you didn't care about fog lights, but you can retain the factory fog lights too.
as for the license plate, i just drilled two holes right below the winch fairlead, and bolted on through the top two holes in the license plate. simple and has worked for years.

after i wrote this, i couldn't remember how much i paid for it and was kinda curious, so i looked it up. i bought it (model 11540.10) in 2009 for $370. looks like it's selling now for about $480. wow, that's quite a jump. i guess rugged ridge realized it was a good product and could get away with selling it for more. that's a shame, but i'd still highly recommend it. just might not be as affordable as i thought in my last post...
