I have the PJ stubby, but I live in Texas... so I don't get a lot of snow and salted roads. Mine has none of the problems you described. I think those harsh conditions are the major factor. Have you had better luck with a different brand of steel bumper in the past in your area? Could also be that you got a bad one. it does happen.
If he stops at 4wd hardware every Jeep, every bumper is rusted. The ones that arent do get driven in the winter.
It sucks, but thats how it is in the snow belt I'm not driving my JK next winter for this reason.

Powdercoat WILL flake off. If it gets a crack, it will get water and corrosion forming under it. it sucks, but its the way powdercoating is. once the bubble gets broke, your going to have a problem.
I am sorry yours is doing that, seriously.
but FWIW, i have the PJ rear and a Shrockworks front & both of them have rust on them where the powdercoat has cracked/seperated/flaked. As was already mentioned, satin black is an extremely close if not near perfect match. I will be repainting my bumpers again this summer. I have touched up the front on multiple occasions. the back is far newer, but i really expect that after a long WNY winter, i will likely end up touching them up nearly every spring. To some that might be an issue, to me it's just spring maintenance, as i do the same for much of my suspension anyhow, hit any rust spots with a brush and touch them up.

here in va you jsut learn to deal with it. You can work really hard to fight it and i do but in the end any eastern state that gets snow and alot of rain in 10-15 your gonna be rusting places the sun dont shine. Just have fun with your jeep and dont stress it.

I am sorry you are unhappy but I would like to tell you that your bumper was powdercoated. We use a very good powdercoater here in CA. I would like everyone to know I am a phone call away. I have been with Hanson bumpers for over three years and I am now with PureJeep & Hanson. I can be reached at the number shown in my signature. Powdercoating requires maintenance. If you get a chip or a crack in it you need to touch it up or it will start to flake off. I suggest constantlly looking over your bumper and touching up as needed. You can use powder coat touch up or I use semi gloss spray paint for ease. I would not have a paint shop do it, I would use a powdercoater. I am guessing you can have it done for a 1/4 of the cost you were quoted. Feel free to give me a call and we can go over your options.

A little update
I spoke with Jeremiah from Hanson Offroad/PureJeep yesterday.
We discussed my options, and he said if I am willing to pay shipping to have the bumper sent to their facility, he would strip the bumper and re powdercoat it for me.
He was even willing to try and arrange a way to ship it to him that would utilize his shipping discount.
He said he would try and get a quick turnaround for me as well, because I got rid of my stock bumper and have nothing else to put on in the meantime while I am bumperless.
I'm going to consider that as a very good option, and I thanked him for getting back to me. He seems like a very knowledgeable and friendly guy. He did apologize for the lack of support from the PureJeep website and he said plans are underway to try and revamp that.
I may also consider stripping the powdercoat myself with a power sander and having my local body shop just do the paint job because the bulk of the estimate I was given was the cost of stripping the powdercoat off the bumper; the paint job itself wasn't very expensive.
So depending on how much shipping will be, I'm still considering both options.
I'll let you guys know how I make out.
