Default TPMS Sensor Install Question

Hello all,
Do the tires have to be removed from the rims to install TPMS Sensors? I know they did on my mustang but these are different. I'm trying to decide if I should have my wheels shipped with tires or just order the wheels and have the tires installed locally. I'd rather not have tires installed only to have to remove them again.
