Good timing on that last post. I just received the accessory mount today, so I figured I'd chime in.
According to the Teraflex accessory mount video on YouTube, the top bung is meant for a Rotopax locking handle, which uses 5/16"-18 threads. That was probably the main factor in their decision to go with a different bung on top. I thought about using the top bung to secure the jack, too, so I picked up a 5/16"-18 x 2" hex bolt and some washers for about $1. No biggie.
The cover still works with the lower bolt in place. Sure, it bunches a little under the aluminum spacer on the lower bolt, but the cover still protects the mechanical parts of the jack just fine.
If you don't want to carry a 9/16" socket and wrench, you could probably replace the provided bung bolt with an eye bolt or some type of knob fastener. And replace the bolt that goes through the base of the jack with a metric bolt.

And you're right about using an eye bolt or maybe a wing nut of sorts, but just my opinion that should have been thought of before and I shouldn't have to spend the time and gas running around buying single bolts that it should have come with to start. It's not like I'm using it for something other than it's I tended purpose.
But at the same time TF reads these forums pretty well, maybe they will alter the hardware packet.

Update: so I went out and purchased the hardware to thread an eye bolt I to the top bung so I don't need SAE tools to remove it.
Attachment 493657 Lame. Turns out the upper metal portion that holds this bung is not gusseted like the lower one is so it actually lets the jack have some play and makes noise.
Attachment 493658 Looks like I will have to use the lower one and see what I can manage with the neoprene bolt, and carry a 9/16" with me. The lower bolt I replaced with a shorter and more stout one to get rid of the excess thread and convert to metric, though it kind of pointless cuz I still have to carry around that one SAE wrench. The first pic shown the old, the second is what I replaced it with.

Question on the install
I am in the middle of installing the adjustable tire mount and notice the instructions say use the 3rd set of holes from the top for the studs and the Teraflex video on their web Site says use the second set from the top.
Can someone help me? Oh, btw I am running 315/70/17.

Got the tire carrier mounted. Tailgate closed fine on the day I installed it, put the spare on a couple days later and found out it's mounted a bit low as it hits the top of the striker first.
