So height appears to be the only difference. Only gaining an inch or so front and rear with the 3" kit, what considerations should one have when deciding between these two kits?

Q: What are all the components that I will need with a 3" lift?
Q: What are all the components that I will need with a 4" lift?
As you go higher, you'll want to add more components. The main consideration between those heights would be the need for driveshafts, which would also necessitate the need for adjustable arms. But personal opinion on what handling characteristics you're willing to live with comes into it, too. And so does luck. (some people have blown driveshafts on 2" lifts. Some have no problems with stock shafts at 4")
