Maybe you could drill through through the busted welds and re-weld them? I don't know if that's a something that could be done, but if it is it shouldn't be too hard.

Mine has some broken spot welds and rattles...I think most of the rattle is from the play in the hinges. Is there a rebuilt kit for these or just new replacements?

Screws????
How about getting some stainlees steel sheet metal screws (and washers if needed), drill a pilot hole, use some lock-tite, and screw'em in nice and tight? Maybe add more screws then busted spot welds for extra strenth.

I have this and its not really the intent of the reinforcement. It is meant to make sure the tire carrier doesn't rip off the back. Problem is my welds broke at the hinges and are still rattling. NOt a lot, but enough to annoy me. Any other thoughts??

Also pays to check that your spare is tight on the holder and that the air vent assembly in the middle under the spare is not rattling. Both of these were my issues and easily sorted.
