Some options:
Extend rubber stops-I used radiator hose with another split section rolled up in it for rigidity
Make sure spare is tight on carrier
Move locating bracket out 1mm or so by drawing down the side with a marker pen then loosening bolts and moving bracket out. The pen line ensures it moves parallel and only the small amount required. Red line shows where to run the line- could use tape also.

I'd say you have a well built and welded tailgate. But if the rubber bumpstops are not needed, then why would jeep spend money and install them? OP has tire that is visibly shaking and making noise.

Better question- why did we only get 2 when the TJ's had 5? If the damage is already done to the gate then I revert back to my first comment to the OP- pull the tire until you can get a carrier. Carry a plug kit and a compressor since it's a DD and he needs the space.
