Wasn't on a jack, it was actually flexed out on a trailer. But even getting it crossed up on 2 hills the rear wouldn't compress any more than that

disconnect the rear sway bar and try again.

I bet if you left the front connected and pulled up on the trailer, it would bottom out the rear.

First time I tried was connected in the front because I had a brain fart and forgot to disconnect. It didn't stuff any worse. I found some gouges in the frame today while putting my wheel spacers on, it looks like the bolts for the rear sway bar are getting into the frame, I'm going to fix that and see what happens

Those shocks have built in bump stops and you can go full contact with the rubber if you want to squeeze out every bit of articulation.

Minor set back in playing with suspension setup today, motor took a dump today, front main seal went out randomly on the trail

From the pic it looks like your rock rail is contacting your tire. It might just be the pic.
