It looks like it may be hitting your flares as well. Or at least the picture angle makes it appear that way. It's hard to tell from the pics but you may be able to add a 1" body lift to gain enough clearance if you don't mind the extra height. Otherwise, you may have to figure out how to drop the bumper down .75" and possibly out some. Because the bumper is so tight I can't see whether it needs to come out as well to prevent horizontal contact with the lip underneath the tub. Did you check along the bottom to see if the paint is scuffed? Edit: This is what I'm talking about...
