wheels should be on the ground, jeep off the jackstands. make sure the front wheels are pointed straight and have a friend sit in the drivers seat to tell you when the steering wheel straightens out

Make sure your front wheels are truely straight. What I've done is measure using a 2x4 going horizontal across the tire. From here measure from the frame to the edge of the 2x4 or the straight edge you've used to make sure the front of the tire and the rear of the front ire are truely square to the frame. Have your 2nd person turn the wheel to make sure it is exactly the same measurement.

You are actually adjusting the steering wheel to match the tires, not the otherway around.

Like others have said, wheels on the ground and dead straight then adjust the steering wheel to center.

Plan on doing it a couple of times before it is perfect.

If you're a perfectionist, just take your ratchet and socket with you when you test drive around the block.... you'll be tweaking quite a bit until it's just right. Not having to go back to home base with every slight twist will save you some time.
