Default Rust/paint rubbing off behind fenders.

So I was prepping to paint my whee wells and pinch seam. As I'm taping things off I noticed that right behind the fenders ( mostly on the edges) the paint has been rubbed off and there is some rust in spots. Has anyone else had this problem and should I take the fenders off and sandals paint them when I do my wheel wells?

Yep it's common. Just tape them off and bedline them too.
