I have mine out. I made some brakets to mount lights and it actually worked out better that way. I flipped the brackets so the mounting holes for the lights are behind the hoop and that allows the lights to be mounted above, but behind the hoop for a little more protection. If I had mounted it in, there wouldn't have been enough space between the grill and the bar for the light housings. Also, I have the Warn 9.5ti and the connector for the winch control might be hidden if you mount it inwards. I'm not sure about that part, but I would look before you mount your 9.5. Good luck!!!
*edit* Wow, am I having a crackhead moment or what? I just went outside and looked and my bar is mounted inward. Disregard everything I said.
But the lights can still be mounted behind the bar as I said before.

I like out but i have the same winch, i've seen a bracket that tilts the box foward so you can plug in out of the way of the hoop

Don't over-think the hoop placement. You can change it easily from the top side after the bumper and winch are installed.

I have mine inwards. Someone mentioned more protection when pointed out. When I recieved my RR bumper the hoop was my biggest dissapointment. The hoop, in my opinion, is very weak and wouldn't serve much protection at all. Maybe some small tree branches, but defanately not a big rock or a tree.
