Default RIPP headers and state inspections

I am interested in getting RIPP headers for my '11 JK. I saw on the RIPP website and doing research that they have cats so they are “legal” I’m afraid I live in a state that requires a state inspection (VA. Moving to NC later in the year). Has anyone actually had a state inspection with these yet?

Our headers allow you to run the factory heat shields - from the top you don't see anything (if they look)
If you get them with the Diablo tuner and run our tune and they comply with the emissions testing at the tail pipe and the OBD2 port (we are nice to the environment).
