i know i need the spacers on the stock rims if i go to a 35x12.5 tire but if i by new rims can i fix this problem by changing the back spacing. if so what would be a good back spacing for a 10" wide 16" rim

Don't worry about your offset,
just make sure you buy rims with 4.5" backspacing or less.
See, it takes even less effort to answer the question than to berate you and make you go look someplace else without any more info that you had when you asked... wow!
