Here's a thread you can check out.... Someone converted a Rampage Highlift mount into a really nice jerry can holder that mounts in pretty much the exact spot as you have it shown with the bungee cord. I think it looks good there. Just scroll down on page 2...

Most jerry can holders that you see will be above the impact area of the bumper. Having the weight lower is better for center of gravity but puts it in that impact zone. Even with the can kept full of gasoline to reduce the vapor area in the can, the can would likely rupture or at least leak on impact and spill gas out and maybe on the hot muffler depending on the impact. All of that said you would likely only carry gas in a Jerry can on some kind of expedition trip where the availability of gas was far between fill ups and not very many other vehicles to hit you in the back end. The biggest problem that I see is adding weight to the already overburdened tailgate. If you have a welding machine and can fab just start with a back bumper with a spare tire holder with Jerry can mounts.

How about mounting it to the center of the spare tire with a readily available bracket? No straps or cords here; and it is out of the crash zone also. Plus you can pad-lock it :-)

If you don't need to carry a can there, you can also mount your jack or whatever!
