Pic of the wires? It's the white with purple stripe and black if I remember? Grab the wires under the carpet on the driver side and pull up from the factory mount. Extend and run across to pass side then follow brake light wires to the carrier. Use the factory quick release plug again so if you have to remove the spare it's easier. Chopping the holder is up to you just keep a scrap piece to make the blank to fill the hole where the plate was.

As far as legality I would think a more prominent location would be better? Oh well, I like it there!

Gotcha. Two bolts hidden behind the plate. Drilled through the holder and cap and bolted it up. Originally had one but it turned too easily so I added a second.
The guys I run around with would have turned it upside down and that I know is illegal!
I'll take the plate off tomorrow if you need more info.

Here ya go. Glued the two parts together so I could trim it to match the factory side.

Bolted it directly to the cap leaving access holes to screw the cap back to the wheel.

Ran the wire into the side of the cap and added the factory quick release. Wired to the factory wiring from there.

Wheels with pop in caps would be much easier. Caps that slide through the back of the wheel probably wouldn't work?
Hope this helps...

The wheel cap. Just the one that came with the wheels.
Glued with gorilla glue.
