Define "pretty complete" At 4" of lift you basically replace everything in the suspension and steering.

$1600 for a complete 4" lift is unrealistic unless you are fabricating parts yourself. Almost all kits out there ignore steering or use a drop pitman arm and cam bolts. Drag link flips run around $400, brake lines $120, set of adjustable control arms $700+, coils $300, sway bar links, $80+, shocks $360+, adjustable track bars $250, bump stops $60.

These are bare bone cheap pricing expect for the shocks which I guess you could do some cheap $30 pro comp shocks that would get you to around $2k
