Daystar makes a d-ring washer in multiple colors. I know 4wheelparts sells them. There isnt an actual pic of them, but I've heard they work like a charm. I'm gonna pick some up intowm this week since Daystar and 4wheelparts are both located here
They come in a set of 8

(Washer pic is of isolator)

I use the ball cock washers on my rear bumper, but I can't fit them on the front. I found a piece of rubber roofing material and made my own washers last night. I then wrapped the shaft in electrical tape for now. We will see how that works!!!

I used a dishwasher return/vent hose from Home Depot or Lowes (I can't remember ) that had the same ID as the D-ring pin OD and just cut it into small washers. It's nylon reinforced so it won't disintegrate over time and it's cheap! You can barely see them in the picture

I went to Lowe's and found some large rubber grommets in the specialty parts drawers in the screw isle. These grommets are the type that you would use after you drill a hole in metal to protect wires running thru the hole.
I found these when the standard d-ring isolators were on back order and did not want to hear them rattle on my new bumper.
Hope that helps.
