If price is an issue at all, go with 35's. You will have to re-gear with 37's, worse gas mileage etc.
You can do 35's with no lift and flat fenders. Will need to trim the pinch seam. 2.5" lift would be much better.
Plus, you might be able to squeak by without a new tire carrier with 35's, probably want to reinforce. No way with 37's.

Here is a picture and the set-up on my 2012 2.5" Rock Krawler Max Travel Blistein shocks 1.25" body lift 2 1/2" bump stops No trimming running 37s with factory cut flares . About 1,700
My 09 that i traded in i ran 2.5" procomp lift kit includes shocks for 550. I trimmed the rear wheel wells but i would just spend the 150 bucks and do the body lift to eliminate trimming
I have some pictures somewhere of my 09 plenty of clearance for 37s with a winch bumper and heavy rear tire carrier and i ran auto and 3:73 for 20,000 miles its very doable.
To be honest 35s or 37s are for 2drs and 37 or 40s for a 4dr. But thats just my opinion
And if your already thinking 37s now do it cause if you go 35s and pull up next to a jk on 37s your really going to want to kick your own ass.

Sounds like a teraflex 2.5 in lift and 35's are all u need. I'm 5000 bucks into my project (not counting cost of jeep itself off the lot) and only half way there. Prorock 44, gears, Detroit lockers, driveshafts etc...
