I would just buy new ones. They hold up MUCH BETTER.
If you want an elaborate color I would just sand the surface REALLY well, paint them with an air sprayer 2x and clearcoat them. It is SUPER cheap and they will hold up.
Anything other than the factory wheel options do not work real well though. I have painted, powdercoated, spray canned and everything else. With trail abuse none of it holds up and you end up touching up regularly.
So... the method of painting above works as well as any I have found and is super cheap! I just painted a kids stock steel cherokee rims last month and they look great after wheeling like a maniac in a stock Xj about 10 times!
