what is the best way to prep bare steel and what kind of paint is the best kind to use?

I'd say 220 grit prep, etch primer, if your using rattle can I've always liked duplicolor vs rustoleum

Make sure you remove any rust. Use a good primer that is entended for metal. I have always found tremclad to be good but IM sure body shops may say somthing different. I think the textured paint is a good look. Reason being especially on sliders, the paint its going to get damaged again and the textured look imakes it easier to blend any repairs you do.

I can't decide between just a textured paint or a spray on bed liner

It's also brand new, sliders were ordered bare steel, does it still need to be sanded, or can I just prime than paint?

Any chance you can have them powdercoated? I think powdercoating is better then painting JMO.
