Ok. Excluding, tires and a lift what are the off road mods that are needed for a 2013 wrangler?

Depending on what kinda trails you're looking to do, nothing is needed. You'll be amazed at what your stock jeep can do. But as for other mods, they are directly related to what size tire you want to run.

I recommend go wheel it stock and see how it performs, then go from there.

Cant go wrong with a good set of recovery tools. D-rings shackles shovel straps etc.

As mentioned, terrain makes a big difference. If you play in rocks, armor such as rock rails and skid plates. If you like water crossings, extending breather hoses or maybe a snorkel.

As KH202 mentioned get out there and wheel it stock. Once you get out there a few times then you can decide what you need. This will also help you become a better driver and pick a better line as you build up your rig a bit more.

Wheeling a stock JK also gives you a sense of how much it dominates any other vehicle right out of the box! If you're new to wheeling, but sure to go with someone who has some experience and can take you on appropriate trails

I agree. You are pretty protected as is. My stock skids and under side are beat to hell, but the oil pan and evap were never touched.
