Thats what Ill do. Can you use it on the hinges too?

Yes, the tires will fit fine. Since your 07 is a Rubicon, it should have the 4.10 gears, and without doing a regear, I wouldn't go over a 35" tire. As for the 17" size, I would stick with that. More tire choices, and they handle better on road. You will definitely need a lift as well. 2.5" to 3" is perfect for running 35's.
